Understanding how any property that uses the term Avoid works is imperative to using that Properly effectively. In this case Avoid Layover at City works by selecting all pairings that do not Layover at City . We often see pilots unintentionally bid for pairings they do not want to fly because they use an avoid property incorrectly.
Example: A pilot really hates a deadheads so he bids to Avoid Deadheads in all seven layers. As he continues the biding process he decides to bid Pairing ID's in Layer 1. This tells the system to place his Pairing ID along with any pairing that does not deadhead in Layer 1. This is not what he intended.
Solution: Use Avoids in conjunction with other Prefer properties to refine what pairings are included in the pairing set.
Caution
Any pairing property that uses the word "Avoid" works by automatically selecting all pairings that DO NOT contain the flying you wish to avoid.
For example if you bid "Avoid Redeye" in your layer one bid along with Pairing ID's you bid, the system will include the Pairing ID's you bid plus EVERY PAIRING THAT IS NOT A REDEYE.
